I can confirm this. Installing monodoc-browser and then restarting MonoDevelop fixes the problem.

Downstream packaging bug. The Ubuntu packages should require the package containing the monodoc GUI. Please file against Ubuntu.

Is it possible to make mono-browser a dependency for MonoDevelop? Can we migrate that fix into Lucid?

This is still an issue in Ubuntu 12.10 Alpha 3
