Wapi folder should be in XDG_CACHE_HOME, not in HOME

Bug Description

If you use one or multiple mono applications, you will have a .wapi folder created in your $HOME.

(which can cause other problems, see http://pkg-mono.alioth.debian.org/cli-policy/ch-mono.html )

It should not be the case ! There's no need to clutter the user home directory with stuff only needed at runtime.

As the .wapi folder can be safely deleted, it should instead in the $XDG_CACHE_HOME which is .cache by default.
