libmono-cairo2.0-cil doesn't provide mono-cairo.pc

Bug Description

Binary package hint: mono

libmono-cairo2.0-cil does not include a mono-cairo.pc. This makes building f-spot against it difficult :).

I'll ask the Debian mono team if there's any particular reason for this.

It's an upstream problem - they only provide a pcfile for Cairo 1.0

The intention is to move the pcfile to be 2.0-only when it makes sense to do so within the context of the 2.0 transition
