Bug Description

After installing mono-complete in Ubuntu 16.04, trying to install mono-tools-devel shows the following:

$ sudo apt install mono-tools-devel
Reading package lists... Done
Building dependency tree
Reading state information... Done
Some packages could not be installed. This may mean that you have
requested an impossible situation or if you are using the unstable
distribution that some required packages have not yet been created
or been moved out of Incoming.
The following information may help to resolve the situation:

 mono-tools-devel : Depends: libmono-cecil-private-cil (< 5.2.0.197) but 5.2.0.215-0xamarin10+ubuntu1604b1 is to be installed
