Bug Description
Rationale:
MongoDB 2.4.0 was released just after Feature Freeze for raring; as the new upstream stable release it includes a large number of new features:

Most notable would include switching to v8 as the default Javascript engine; this allows us as a distro to rely on one less of the third-party sources distributed with MongoDB (currently we have to use the older version of spidermonkey as provided in mongodb 2.2.3).
2.4.0 will be the focus of stable updates from upstream so it would be nice to land this into raring.

Build tested OK on amd64; install tested on amd64 and ran basic access checks
Note that the package build process runs quite an extensive test suite from upstream; this passed OK.
