bin/rm and usr/bin/rm conflict between coreutils and safe-rm

Not a conflict, but these just look weird:
neutron-vpnaas ships these in python-neutron-vpnaas
etc/neutron/rootwrap.d/vpnaas.filters
usr/etc/neutron/rootwrap.d/vpnaas.filters

This bug was fixed in the package safe-rm - 0.12-3ubuntu1

safe-rm (0.12-3ubuntu1) cosmic; urgency=medium

  * Resolve /usr/bin and /bin rm symlink conflict by moving the created
    symlink to /usr/sbin. This is an Ubuntu specific solution, because
    /usr/sbin is part of the PATH for all users. Closes: #759410 LP:
    #1768539
  * Drop templates and pre/postinst scripts that workaround unsafe
    diversions that happened 10 years ago introduced in 0.2-5, as these
    are now tripped up with usrmerge package installed.
