I seem to remember that we decided this was a man-db or debhelper problem?

Upstream is shipping the following:

quest module-init-tools% cat modprobe.d.5
.so modprobe.conf.5

According to the Fedora man implementation, that .so link is correct and it's debhelper/man-db getting it wrong.

That's debhelper's fault; man-db supports this .so style as of version 2.5.3.

There have been many changes in debhelper since that time you reported the bug and your problem may have been fixed with some of the updates. It would help us a lot if you could test it on a currently supported Ubuntu version. When you test it and it is still an issue, kindly upload the updated logs by running apport-collect 473007 and any other logs that are relevant for this particular issue.
