You are using a quite old version of Ubuntu. Would you be able to test 12.04 LTS and 12.10? It is sufficient to just boot a live installation CD and test there without installing.

Does the device you mention become recognized when the device is plugged in before boot? I face a similar issue, however, my device is recognized if it is plugged in before boot; but not when hotpluggin.
