Bug Description
Hi,
No langpacks are seeded, so they need to be fetched over the network. This might prevent networkless installs (bug #288320).

Additional langpacks in the image belong in a local pool/ structure on the image. This is a larger change to the image building script than will be included for intrepid. Until that is changed, nothing will use any provided ship seeds.
