  * new upstream version
  * modularize build-time testing in debian/rules (currently off)
  * move stray documentation files into /usr/share/doc/ per lintian
  * remove extra license file
  * updates to debian/copyright
  * export DESTDIR and depend on python-pip (closes: #1028633),
    thanks to Nick Rosbrook for the patch
