libshout-1:2.4.2-1 breaks live broadcasting mixxx 2.2.3

The ubuntu release upgrade to 20.04 breaks stream capacity of Mixxx to Icecast due to a bug in
libshout-1:2.4.2-1.
There is a fix available (https://bugs.launchpad.net/mixxx/+bug/1833225) but it seems not to be included in this build.

I am running:
Ubuntu 20.04 LTS
Release: 20.04
Codename: focal
