Bug Description

Start mir_demo_client_target under mir_proving_server (or miral-shell, or miral-kiosk)

Ensure it has focus and press Alt+F4

expect: the window disappears and the program exits
actual: the window disappears and the program hangs

It appears that the shutdown_handler() thread is waiting on sigwait() and the main thread is trying to join. (So, for example, Ctrl-C will still exit OK)
