Bug Description

SDL2 windowed apps launch on full screen in desktop mode (tablet)

install balls app https://uappexplorer.com/app/balls.briketa
launch it in desktop mode (on tablet). the app creates a resistible window but the tablet launches the app in full screen

interesting, now i'm using SDL-2.0.4-10292.zip Source snapshot for SDL 2.0 (Updated Mon Aug 29 ) from here https://www.libsdl.org/hg.php and it's the other way arround. i create the window with SDL_WINDOW_FULLSCREEN and i dont get full screen. i can see the top bar
