[mir-only] Notifications are unresponsive when apps are open in foreground

Bug Description

If you receive an incoming call and any app is running in foreground, it is impossible to click any buttons (accept/decline).
Looks like the notification isn't receiving/processing any click events.
Once you swipe the running app away and unity is in foreground again, the notification becomes responsive.

This same issue does not happen when using surfaceflinger.
