TCLink doesn't allow different parameters for the two interfaces (TCIntf)

Bug Description
I want to create TCLinks in order to take into account bandwidth limits and link loss.
I also want to set the IP addresses to the link interfaces.
The TCLink constructor is not fully compliant with the Link superclass, so it passes the same parameters to both the involved interfaces preventing the proper address assignement.
The attached patch solves the problem.
