[gutsy] Migration assistant config dialog skipped after manual partitioning

Bug Description

Binary package hint: migration-assistant

I tried multiple times to install the Gutsy Beta. I always did manual partitioning. The setup wizard would skip the migration assistant page. (I realized it existed only because later on it would fail with a problem unmounting drives - I'll file a separate bug for that.)

I tried this again on a different machine. It was shown OK.

Tried it again on the original machine. It was skipped again. Here's what it reported at the end:

 Migration Assistant:

(for which gibberish I've entered a separate bug #149558).
