python-migrate has to depend on python-tempita

Bug Description

If you install python-migrate and try to use the "migrate" tool, it fails with:

ImportError: No module named tempita

I have seen it running "migrate create ./migrations name". The problem is solved installing python-tempita, so this package has to be added as dependency of the first one.

this bug is fixed in Debian version 0.6-4 (contained in Debian Squeeze) and later
