scrolling does not work with a tablet pen in proximity

When scrolling using the mouse wheel with tablet pen in proximity the web page is scrolled and then returns to original position again.

note: the pen in proximity generates absolute pointer motion events while the scroll wheel generates the button events which are then mapped to the scroll axis.

You should be able to reproduce this in kvm with "kvm -usb -usbdevice tablet" and moving a wheel mouse while scrolling.
