metacity-message reload-theme fails silently

Bug Description

The command 'metacity-message reload-theme' should reload the present theme. However this is not happening.

I am in the process of creating a Metacity v1 theme. When testing the theme with 'metacity-theme-viewer' certain features of the theme (any theme) such as the different images displayed for the different states of the buttons are not shown.

You must set your window themes to the theme being tested to test such operations. This is what 'metacity-message reload-theme' should do. However, if a change is made to the theme and the metacity-message command is issued, the changes do not show on the currently loaded theme.

I must, each and every time manually reload the theme from the desktop preferences dialog.
