When assigning shortcuts to "switch to workspace X", shortcut must be pressed twice

Bug Description

I've assigned CTRL-Fn to the navigation shortcuts "Switch to workspace n", so that CTRL-F1 would take me to workspace 1 and so forth.

Unfortunately under Oneiric using the "Ubuntu 2D" session, one must press the shortcut twice to get the desired action where the first press is sent to the application (resulting in the application doing something you never intended) and only the second press switches to the desired workspace.

The behavior is actually a bit more complex - If I press twice to switch to another workspace, then immediately press a different "switch to workspace" shortcut - then it works on the first press. If instead I interact with some window in the workspace I switched to (using either keyboard or mouse), then I will need to press twice to leave the workspace.
