Bug Description

To make "metacity-message disable-keybindings" to work again, so that Alt + Tab
and other keybindings work in Sugar Distro

I'm not really sure what this patch does exactly, is it restoring functionality, and if so, which? What isn't working that this patch fixes?

Also, it doesn't look like your patch is against Sugar, it seems to be against Metacity. Reassigning to correct package.
