Windows open on wrong desktop

Bug Description

Application windows open on the desktop currently viewed at, not on the destop they were started on.

Example: I start Firefox, then I change the desktop. Firefox pops up on the desktop I'm currenty on, not on the desktop where I started it.

So, working with different desktops, I have to wait for an application to have fully loaded before I can proceed working on another desktop.

This should not be standard behavior.
