Installing metacity-common first fixes the problem. This suggests the problem arises because of too loose dependency for metacity.

This affects all upgrades of Ubuntu desktop systems from karmic to lucid, so I'm upgrading it to high. (BTW, the problem is likely an insufficient Replaces, rather than a dependency problem as such.)
