Auto maximize windows when dragging mouse cursor to the top of the screen

because that's not implemented on metacity? see bug https://bugzilla.gnome.org/show_bug.cgi?id=578409

Hence if it not implemented, the actual bug is that sometimes the window maximize. LOL. I always believe that it was a bad implementation of the auto maximize feature. :-)
