Open program in the same workspace that it's initiated

Bug Description

Using Ubuntu 8.10.

Reproduce/what happens:
1. open a program in workspace X (by whatever means - double clicking a file, choosing from the menu, panels...)
2. switch to workspace Y while the program is loading
3. the program opens in the active/showing workspace, workspace Y

I expect the program to open in workspace X, where I started the program.

This should be considered a bug since 6.x. It is dysfunctional to be unable to expect where an application will open and it severely limits productivity of people who use multiple dekstops and monitors.

Fedora does not have this problem
Mac OS do not have this problem
Even windows does not have this problem

Why does Ubuntu?

But I vaguely remember seeing an option that allows you to change this behavior... I was dreaming maybe?

Pretty sure that isn't relevant anymore. I stopped using Linux around 10 years ago...
