Bug Description
When new window pop up and there is another window with "Stay on top" flag minimized, the new window will pop up under it.
How to reproduce:
1. run first application, e.g. xterm and maximize it
2. run second application, e.g. xcalc and make it "Stay on top", then minimize it
3. because second application is minimized, active window is first application (xterm), you can type characters in it
4. Now, if you run any application, it's window will popup behind first application. You can try execute e.g. gnome run dialog, but you wil not see it, only it's button on bottom task bar will appear.
Expected behavior.
First window is not "stay on top" type window, it should NEVER hide newer application windows.
