Upon the return from Suspend to RAM state, the desktop icons' text is garbled and unreadable.

Thank you for your bug report. Could you add your 'journalctl -b 0' log after getting the issue? Also having a screenshot from the problem would help to understand what you describe exactly.
Does the issue impact other softwares? Does it go away after a refresh or UI changes?

Thanks. This sounds like the same basic issue as bug 1809407. Although KDE will need a completely different fix.
