panel icons don't respond to touch screen

Bug Description

using a touchscreen, you can activate the panel icons buy tapping the battery icon on the dock, but once the panel appears to turn on / of things like Auto Rotate, Airplane Mode, Bluetooth, Wifi, etc - touch screen stops responding so I cannot tap any icons or any other part of the screen to make changes or hide the panel.

This makes touchscreens unusable
