keyboard shortcuts not sticking/odd-behavior

Bug Description

No LSB modules are available.
Description: Ubuntu 23.10

Summary:
I added shortcuts to move to the active workspace left or right by <Super><Left>|<Right> via the Settings->Keyboard->View and Customize dialog. I also disabled shortcuts in the Windows sub-menu. The settings do not have any effect and <Super><Left> will take the current window and split/maximize it on the left side of the display and vice-versa for <Super><Right>.

These settings work fine on 22.04 LTS.

Steps:

Map "Switch to workspace on left" to <Super><Left>
Map "Switch to workspace on right" to <Super><Right>

Disable "View split on left"
Disable "View split on right"

After these changes are effected, <Super><Left> will maximize a split of the active window on the left side of the display AND the window-switching icon-panel is active (mapped to <Super><Tab>). Same with the right.

I've been through all of the short-cuts and there are no conflicts that I can find.
