In Firefox and Chrome, mouse click on the wrench menu doesn't work after upgrade to 23.04

Bug Description

The wrench menu (three vertical dots on the right up) doesn't work in Firefox and Chrome,
and also some drop menus.

But some menus do work. Couldn't find the difference between them.

In Thunderbird, the wrench menu works OK.

The problem persisted in the default kernel for Lunar Lobster 6.2.0-26.26.
