Fast flicker of top-panel and ubuntu-dock

Bug Description
As soon as I use a video or virtual machine in full screen the ubuntu-dock and top-panel start to flicker fast and annoying and break through the video or virtual machine display. It will stop after using the mouse or keyboard a few times.
I have the issue on this computer, but also on my laptop a HP Elitebook 8460p with an i5-2520M and Intel HD Graphics 3000 (SNB GT2).
Both run Ubuntu 21.10 and the problem occurs in Wayland and Xorg.
