Please provide Mesa with floating point texture support and GL_S3_s3tc support in Jockey, like proprietary drivers

Bug Description
Now Mesa with floating point texture support and GL_S3_s3tc support is already available in Xorg-Edgers PPA, but this PPA is designed to provide unstable stuff and sometimes requer kernel update, to get video drivers working. It's can not be used by typical user on daily basis.
I suggest to provide Mesa-build with floating point texture support and GL_S3_s3tc support (libtxc-dxtn0 in "requered dependecy" list) in Jockey, like proprietary drivers.
Many users have a legal right to not comply United States patent law. In the past and now such users install restricted addons/extras package and get H.264, AAC, DTS, etc. decoding support. I suggest to extend this practice to 3D stuff in Ubuntu and also install floating point texture support and GL_S3_s3tc support by default, if user select checkbox in installer.
Notably it's important because now FOSS drivers (for example radeon driver) in some cases can offer almost of 60-80% speed (in compare with proprietary drivers) on middle- high-end GPU. It's already acceptable for many users.
