any kde plasma effects load 100% cpu

Bug Description

Yestarday i've updated my kubuntu (i update system nearly every day) and today i found, that any plasma animations causes high CPU load and immediately disabling kwin effects. After enabling by alt+shift+f12, any plasma animation drops kwin effects again. X-restart as well as system reboot didn't help. If i disable stability check in desktop effects settings, kwin hangs with high CPU usage for a long time after initiating any plasma animation.

Those of effects, that not related with plasma animation (kwin translucancy, wobbly windows) are OK.

I took a look for install logs and found mesa-* there. Then i've downgraded mesa-* to maverick version, and all seems ok after that. Then i saw this in changelog for mesa:

I have intel card and maybe this change is the cause.

By the way, i found old 7.10.2-0ubuntu1 version of mesa packages in apt cache and installed it. Plasma is working well with this version.
