Please sync mediaconch 16.08-1 (universe) from Debian unstable (main)

Explanation of FeatureFreeze exception:

Upstream wishes to deprecate 16.03 and just support the more up-to-date 16.08
version.

This should be done together with the libmediainfo sync at
https://bugs.launchpad.net/ubuntu/+source/libmediainfo/+bug/1619932
