Reasoning: it is used in embedded platforms for configuring v4l devices, so it would be nice to have in the ARM version of Ubuntu.

Is it important to have this in Raring? We're currently in a freeze for the release so this would need an exception. I'd say we could get this into the 'S' release and then backport if necessary - what do you think?
