Do you have some sort of replacement for odbcinst that you have overridden locally? The odbcinst shipped in Ubuntu requires libodbcinst.so.1, not libodbcinst.so.2.
Since it seems likely to me that this is a local configuration problem, rather than a bug in Ubuntu, I'm marking this bug as Incomplete.
