does not boot into degraded mode on first boot

Binary package hint: mdadm

Doing ISO testing for http://iso.qa.ubuntu.com/qatracker/result/5633/286 and following http://testcases.qa.ubuntu.com/Install/ServerRAID1 up to step 16d, the system does not ever get to a login prompt, but instead hangs with:
/etc/rc2.d/S25mdadm: 76: LOG_DAEMON_MSG: parameter not set
mountall: Disconnected from Plymouth

Rebooting via 'ctrl-alt-del' will successfully boot the system in degraded mode.
