Xenial fails to boot on a degraded array

Bug Description

This is similar to what was reported as fixed in bug 1635049 and described here:

    https://askubuntu.com/questions/789953/how-to-enable-degraded-raid1-boot-in-16-04lts/798213

Automatic booting with a degraded array fails. One must wait for the initramfs prompt and manually assemble with "mdadm -IRs" to continue.

I see mdadm 3.3-2ubuntu7.6 installed.
