[maximus] please prevent applications from stealing focus

Bug Description
Maximus lets applications steal the focus. This is extremely undesirable, since it can easily result in keystrokes ending up where they don't belong and e.g. end up with the user typing a password in a window other than the one intended. Thus, it would be desirable for Maximus to not let applications ever steal the focus by default and instead attract the user's attention to alerts, etc. e.g. by flickering a taskbar item via the wnck applet.
