Can't drag downwards from the top panel in UM Mutiny to unmaximise

Bug Description
I can maximise a window with the maximise button or by double-clicking on the title bar. When maximised, a window's title bar merges with the top panel. However, I can't drag downwards from the top panel to unmaximise that window. Unity provided this.
