Bug Description
Fresh install of Ubuntu Mate 18.04. Chose "mutiny" layout from mate-tweak (so this might be a mate-tweak but not mate-panel) and the panel is now correctly placed, but with a large right-hand margin making it appear too wide/twice the correct width.

I've managed to get to the correct state by variously switching between hidpi/lodpi and cycling through a few different panel configurations, with the last one before it became unbroken being cupertino. I can't now reproduce the problem again to find a causal scenario. Sorry :-(
