Bug Description

System: Host: a-desktop Kernel: 4.12.0-11-generic x86_64 bits: 64 gcc: 7.1.0
           Desktop: MATE 1.18.0 (Gtk 3.22.19-0ubuntu1) info: mate-panel dm: lightdm
           Distro: Ubuntu Artful Aardvark (development branch)

Problem:Enabling Keyboard LED will not enable it!
Applet: Keyboard LED
OS setup: Mate tweak->Panel->Redmond+Panel Features enable
                     ->Windows->Windows manager (tested all)
Workarownd:Enabling Keyboard LED the Restart the pc
Reproduce: Every time. Select a custom panel layout made by you then try to enable "Enable keyboard LED". Then doesn't matter if you are using a custom panel layout or one provided by the os the "keyboard LED" will not work

Fixed in mate-settings-daemon 1.26.0-1 in UBuntu MATE 21.10
