no prompt for password after resuming from suspend

Bug Description

computer: HP ZBook 15 (1st generation, 2013)
OS: ubuntu-mate 16.04 (Xenial, 64 bit)

1.) The notebook power cable is plugged in.

2.) I close the notebook lid. OS goes to suspend state as it should.

3.) After some time I lift the lid and shortly press the power button. The OS wakes up without prompting for any password.

I think that in this situation user's password should by required for privacy and security reasons.

My screensaver setting is such that no password is required after termination of the screensaver session. (I do not like to type password every time the screensaver turn on. However, I wish to be prompted for my password when the system resumes from the suspend (or hibernation).
