Weird "system restart required" screen placement

After upgrading from 23.04 to 23.10 it now appears that what I assume to be the front-end of apt displays a button at the top with what looks like a WORLD HEALTH ORGANIZATION logo.

The only indicator that this is related to apt is only when hovering the mouse cursor over any portion of this blue button will say that a reboot is required.

I have this problem on 2 systems with the same exact upgrade history path.

This behavior is still true either after an upgrade or after a full 24.04 re-installation
