MATE Panels don't save custom 'background images' in MATE Tweak

Bug Description

The MATE Panels don't save any custom 'background images'.

If an image is set and the panel layout saved in MATE Tweak, we would see that after the layout is changed the set image is lost.

I've found this bug to affect the last couple of versions of Ubuntu MATE that I've used so far - 18.04, 19.10 and 20.04.
