Ubuntu MATE 19.10 boots to wallper, icons, no taskbar

Bug Description
This is an intermittent issue, but happens frequently. I goot to Ubuntu MATE 19.10. Everything appears to be correctd, but there is no taskbar. The only way I can continue is to right-click on the desktop and enter commads through Terminal.
Zebedeeboss suggested trying Ctrl-Alt-F2 followed quickly by Ctrl-Alt-F7. This accomplished nothing. Trying Alt-F2 to open the bug report did nothing. I only got to file this bug report by going into Terminal and starting Telegram-desktop, then asking Alan Pope in one of my groups how to do this, otherwise I would not even be here.
