Panel object don't stay at the bottom of a vertical panel

Bug Description
In Bionic, panel objects moved the the bottom end of a vertical panel don't stay at the bottom. When I log in or reload the panel layout with MATE Tweak, any objects set to be at the bottom move up to be below the items at the top.
For example, my preferred layout is like this:
Brisk
Dock
(empty space)
Notification Area
Indicators
Clock
But every time I log in or load the panel the empty space disappears and everything is aligned to the top.
This worked fine in all previous version I've used (so since 16.04 at least).
It doesn't matter if I start with a blank panel and add everything or take an existing one, like Familiar's top panel, and modify it.
It doesn't matter what items I'm using.
In the panel layout file the items that should be at the bottom do have "panel-
