MATE Panel appears when moving to a workspace that is in full screen mode

Bug Description

When selecting a workspace that is in fullscreen mode from a workspace that is not in full screen, then the MATE panel remains visible in the fullscreen panel until clicking on blank space in the fullscreen. The menu items are still selectable and active.
I expected the panel to not be visible in the full screen workspaces.
This is in Ubuntu MATE 17.04 Development Branch. using Compiz as the window manager.
The panel behaves as I expect if NOT using compiz.
