MATE panel shadow is missing

Bug Description

In Ubuntu MATE 16.10 Beta 2, the shadows for the panels are missing entirely. No matter which compositor I use from the MATE Tweak tool, all I get are flat panels with no shadow. It was like this on a fresh install, both before I installed my Nvidia driver (the 340 version) and after.

I did try following the directions on the ArchWiki page below with Marco, but to no avail:

I'm not sure how to enable panel shadows with Compiz, especially since the necessary dependencies to install the Compiz Configuration tool are missing from the Ubuntu repository at the moment.

Any advice?

I confirmed this as well on the Ubuntu-MATE 16.10 Final, between all the compositors, and on two separate PCs with Intel Graphics (Thinkpad X1 Yoga, Panasonic Toughbook CF-19)
