Tooltip of nm-applet shows a part of the MATE-panel before text is displayed

Bug Description

When I move the mouse pointer over the icon of the NetworkManager applet in the MATE panel, a part of the panel with starter icons is visible for a very short moment before the text of the tooltip appears.

I use Ubuntu-MATE 15.04 with Marco window manager. My systems with Ubuntu-MATE are slow, perhaps this effect can't be seen on fast computers.

The tooltips of some gtk3 applications like evolution show the same behaviour.

My computers are really slow - a netbook with an older single-core Atom processor and a desktop PC with a socket A AMD Sempron 2600+, both with 1 GB RAM. With high CPU load the period before the tooltip correctly appears gets longer. So I guess the issue cant't be seen on a faster computer. Meanwhile I installed the MATE spin of Fedora 22 on the netbook (with
GTK 3.16 and Mate 1.10). The issue is not present there. On the desktop PC, with compton and a slight tooltip fading it's nearly not noticeable.
